1. Quality of Management and Accountability – It is the responsibility of the vaad to guarantee that our residents receive all the services due to them. There must be accountability from all people supplying services to the yishuv -- from the Moetzah and on. For example, the vaad will demand from the Moetzah, that representatives come to the yishuv to meet with our residents, focus their attention, and deal with individual issues that people may have.
 

2. Taxes – We are adamantly opposed to raising or adding any more taxes. There are other ways of raising funds. We urgently need to establish closer ties with the Moetzah, and with various other government offices, which our list will
accomplish. In addition, we need to establish fundraising sources from outside of Israel (the United States, Europe, and Australia), in order to implement large projects such as public parks,  sports and community centers, a swimming pool, tennis courts and more.

3. Education – We need to work more closely with the Beit Sefer Mamad and with Yeshivat Ner Tamid. We must help by examining and listening to their problems and assisting in creating solutions whenever possible. A community such as ours should have the best schools in the area, and sadly that is not the case. We have to figure out why, and how to fix it. Also it is the vaad’s responsibility to monitor the quality of our many ganei yeladim, and make sure the funding is adequate and the caliber is high.

4. Security – Residents are entitled to a secure and safe environment. That is a fundamental right of each person and a fundamental responsibility of the vaad. Our Security sub-committee must have the teeth it needs to accomplish these
goals. More effort must be exerted to deal with the plague of theft on the yishuv and the disease of vandalism.

5. Pituach – Not only must we concentrate on building and development, but just as importantly, on upkeep and maintenance. What is the point of spending large amounts of money developing the yishuv, if those things are not maintained, and within a year or two, they are entirely or semi-destroyed. It is our plan to increase the number of parking spots, increase the number of pedestrian crosswalks, improve municipal lighting and traffic and road signs. We must clarify what our plan is for next year, five years, and ten years.

6. Religion -- We live in a dati yishuv. It is the vaad daat’s responsibility to encourage spirituality and religious activity. The vaad daat must work together with the many shuls making sure that there are prominent lecturers brought and adequate shiurim available for the entire population. We have a wonderful Rav on our yishuv. The vaad should work closely with the Rav to make sure all religious needs are met.

 

7. Noar – Our children are our future! At the same time, they are our most precious commodity and our greatest challenge. All stops must be pulled out to make sure that they are well supervised and given the opportunity to accomplish positive things. They should not be left idle.

 

8. Sport -- A healthy body is the vessel for a healthy mind. Sport is a very important part of both our youths’ lives, and our adults’ lives. It provides us with positive outlets for our energies, and becomes a model for how we can all work together. Our yishuv has won many awards in sport. There are still many unfinished projects -- such as the stands for the baseball field, a running track, tennis courts, soccer field, and more. These are all important projects that we hope to complete.

9. Relations with the Moetzah -- For the past few years, relations with the Moetzah have been weak. There has not even been an official representative from Hashmonaim to the Moetzah, which we are entitled to. Our list will work closely
with the Moetzah, making sure that our yishuv gets -- at a minimum -- everything we are entitled to receive.
 

10. Relations with Ourselves -- It is the express goal of this vaad to create more harmony and less friction in Hashmonaim. This vaad will try its utmost to set an example of how people from different backgrounds can work together productively and in unison.

 
11. Volunteering – We must instill a sense of pride in our community from its residents. We must empower them to WANT to volunteer. This can only be done by letting people do and accomplish things, instead of simply telling them what tasks to do. More sub-committees must be created, and the people running and volunteering on these committees must be vested with the authority to accomplish things. In addition, residents must feel that they have full accessibility to the vaad.
 

12. Quality of Life – We have the resources now to make our Yishuv a clean, safe and healthy place to live. Our Vaad will make this happen by targeting many of the issues that are most important and need to be addressed, such as sewage, cleanliness, road management, dangerous neglect, and many others. We will encourage ideas and participation from everyone, and make the noticeable improvements that will benefit the entire Yishuv.

בי"ז בכסלו תשס"ח, 27 בנובמבר 2007, נלך כולנו לקלפי להצביע. ביום הזה נקבע איך יתנהל ואיך ייראה יישובנו בחמש השנים הבאות.  רשימת "יחד" מבקשת לשתף את התושבים במספר נקודות עיקריות שהיא וגלת בהן ותדאג ליישם אותן. 
 
1. שקיפות וניהול תקין: אחת המשימות המרכזיות של רשימת יחד היא לדאוג לניהול תקין, יעיל ושקוף של היישוב. רשימתנו תדרוש מהמועצה אחריות  על עניינים שוטפים, תוך נתינת מענה לכל תושב ותושב. כך, למשל, נדרוש כי נציגות מועצה תגיע ליישובנו על מנת להיפגש עם תושבים שיש להם עניינים המצריכים את טיפול המועצה תוך ריכוז פניותיהם, בדיקה ונתינת מענה להן.  
 
2. מיסים: רשימת יחד מתנגדת להעלאת מיסים בכל צורה שהיא. אנו סבורים שניתן לגייס כספים הן בארץ והן בחו"ל. יש לדרוש תקציבים מן המועצה ומן הגופים השונים במשרדי הממשלה. כספים מחו"ל ניתן לגייס באמצעות הנצחת יקירים לשם ביצוע פרויקטים שונים כגון גנים ציבוריים, אולם ספורט, מרכז קהילתי, בריכת שחייה, מגרש טניס, ועוד.

3. חינוך: רשימת יחד רואה חשיבות מיוחדת בשיתוף פעולה הדוק יותר עם ביה"ס הממ"ד וכן עם ישיבת נר תמיד, תוך בדיקה והטיית אוזן קשבת לבעיותיהם והושטת עזרה עד כמה שניתן. אין כל סיבה שבתי הספר ביישוב כשלנו לא יעמדו ברמה הגבוהה ביותר, ואם אין הדברים כך, עלינו לבדוק מדוע ולשפר את הטעון שיפור.  מתפקידו של הוועד אף לעקוב אחר רמתם ואיכותם של גני הילדים הרבים ביישוב. 
   
4. ביטחון: רשימת יחד סבורה כי לתושבים זכות בסיסית להרגשת ביטחון הן בבתיהם והן ביישוב בכללו. ועדת הביטחון חייב לקבל סמכויות של ממש כדי להבטיח זאת. יש להשקיע מאמצים רבים יותר לשם מיגור תופעת הפריצות לבתים ותופעות ונדליזם שהיישוב סובל מהם.

5. פיתוח: עלינו להשקיע מאמצים לא רק בפיתוח כי אם גם באחזקתו ובשמירה עליו באופן שוטף. אם לא נתחזק כהלכה את הקיים אנו עלולים לאבד תוך שנה-שנתיים את תוצאות הפיתוח הנאה שבוצע בהשקעה של מיליונים. עלינו לקבוע ברורות מה הן תכניותנו לשנה הבאה ואף לחמש ועשר השנים הבאות. רשימת יחד אף רואה מתפקידה לדאוג להגדלת מספר מקומות החניה ומעברי החצייה ביישוב,  לדאוג לשיפור התאורה, התימרור ועוד. 
 
6. שירותי דת: אנו חיים ביישוב דתי, והוועד – באמצעות ועדת דת – צריך לראות עצמו אחראי לעודד פעילות בתחום חיי הדת שלנו. ועדת הדת צריכה לראות עצמה פועלת בקשר הדוק עם בתי הכנסת השונים ביישוב ולעודד יותר ויותר שיעורים והרצאות ההולמים את צורכי התושבים כולם. יישובנו נתברך ברב שכל יישוב היה רוצה להתברך בו. מתפקידה של ועדת הדת לפעול מתוך מגע מתמיד עם הרב ולראות שכל צורכי היישוב בעניין החשוב הזה אכן נענים.  
 
7. נוער: ילדינו הם עתידנו! אין יקר לנו מהם! עלינו לעשות הכול כדי להבטיח שמעשיהם ידועים לנו ושניתנת להם מלוא האפשרות לפעול בכיוונים חיוביים.  אסור לנו להזניחם  ולהניח להם ללכת בטל.    
 
8. ספורט: נשמה בריאה בגוף בריא. הספורט חשוב לכולנו, נוער ומבוגרים כאחד, ורשימת יחד תשים עליו דגש מיוחד. די להזכיר בעניין זה שהיישוב שלנו זכה בכמה וכמה פרסים ומדליות. בתחום זה נותרו עדיין כמה פרויקטים שלא הושלמו ובהם הקמת מגרש טניס ומגרש כדורגל, בניית מגרש כדור בסיס (בייסבול), סלילת שביל מיוחד להליכה וריצה ועוד –
כולם פרויקטים חשובים שרשימת יחד תביא להשלמתם.

9. הקשר של היישוב עם המועצה: לאורך השנים היה הקשר של היישוב עם המועצה רופף ביותר. בשנים האחרונות אף לא נהנינו מכל נציגות רשמית במועצה, נציגות שאנו זכאים לה. רשימת יחד תעבוד בקשר הדוק עם המועצה ותוודא היטב שאנו מקבלים – לכל הפחות – את כל אשר אנו זכאים לקבל. 
 
10. היחסים בתוכנו: רשימת יחד רואה לעצמה מטרה ברורה ליצור יתר הרמוניה ואחדות ביישוב. הוועד בראשותה של רשימת יחד ישקיע את מלוא המאמצים בעניין זה וישאף להעמיד את היישוב חשמונאים דוגמה וסמל ליישוב שכל תושביו, ילידי הארץ ועולים ותיקים וחדשים, פועלים כולם יחד מתוך אחדות ושיתוף פעולה פורה ופרודוקטיבי.    
 
11. התנדבות: רשימת יחד מאמינה שיש לעודד ביישוב רוח של התנדבות ורצון לעשות. דבר זה ניתן לעשותו בדרך של הענקת סמכויות לכל מי שבאמת רוצים לעשות ומאמינים שאין להסתפק בדיבורים על מה שיש לעשות. רשימת יחד תקים ועדות נוספות, ותושבים אשר ירצו ליטול בהן חלק יקבלו את מלוא הסמכות לביצוע בפועל תוך גיבוי מלא של הוועד המכהן.
רשימת יחד אף תקפיד על מתן גישה ישירה של התושבים אל הוועד.  
 
12. איכות חיים: יש לנו מלוא המשאבים לעשות את חשמונאים מקום נקי, הגייני ובריא. הוועד בראשותה של רשימת יחד מעמיד לו למטרה להגשים זאת על ידי טיפול בלתי מתפשר בכל הבעיות שבתחום איכות החיים והסביבה - הביוב, ניקיון היישוב, אחזקת הכבישים והרחובות, טיפול במפגעים ועניינים רבים נוספים. אנו נעודד העלאת רעיונות ושיתוף
התושבים בעניין זה ונפעל לשיפור פני היישוב מכל הבחינות לרווחת התושבים כולם.
