Hashmonaim Vaad Elections - Manifesto

Addressing the residents

•       a commitment to a continuous dialogue with the voters

•       listening to and taking advice from residents, especially important issues such as budget and development

•       regular publication of Vaad decisions

•       establishing sub-committees with “power to act” - with a Vaad member as chairman

Development plan by-law

•       a commitment to complete the development of the Yishuv. Stage 1 will start as planned

•       Stage 2 - we will look for ways of reducing the cost to residents by looking for external sources of finance, reducing the development plan by cutting out unnecessary components, suing “Hevrat Ramat Modiim” to fulfilling their commitments to their part of the development

•       the Vaad will remove its support of the Moatza in the legal process in the Supreme Court regarding the law of taxes for public buildings

the youth and childen

•       the Vaad will work to provide permanent buildings for Bnei Akiva and Maonot for younger children

traffic flow and parking

•       adding parking places in problematic places (part of the outer ring road)

•       change traffic preferences on the outer ring road in order to

•       allow smoother traffic flow

•       raise road safety standards

•       allow easier access to public buildings (nursery schools, shops, schools etc.)

Yeshivat Ner Tamid

•       the Vaad will work to foster more integration between residents and the Yeshiva

•       the Vaad will work to influence the development of the Yeshiva and the usage of Yeshiva facilities, whilst retaining a veto on issues vital to the Yishuv

public officials

•       clearer definition of public officials’ roles

•       we suggest that certain public office positions are put through a periodic tender process, according to the characteristics of the office

Yishuv representation in the Moatza

•       Yishuv representatives will be members of the Vaad

•       if someone is elected as a Yishuv representative, without being a member of the Vaad, steps will be taken to include him in the Vaad

•       the Vaad will initiate raining issues in the Moatza council that are pertinent to the Yishuv

Kiryat Sefer (Ganei Modiin)

•       the Vaad will act decisively to receive the financing imposed on Modiin Ilit (Kiryat Sefer) concerning Ganei Modiin regarding the sewage system, security expenses, roads, etc.

Mikveh

•       the Vaad will set building the Mikveh in the Yishuv as “high priority”

Law Enforcement

•       the Vaad will enact laws on issues which are currently neglected, viz:

•       areas of “no parking”

•       traffic direction and its consequences

•       the Vaad will enforce existing laws, viz:

•       building on empty plots

•       stray dogs

•       litter / trash and vandalization (particularly by heavy vehicles and building contractors)

Local Municipal Council

•       the Vaad will work to leave the Moatza Matei Binyamin and establish our own local council by cooperating with neighbouring yishuvim

swimming pool

•       the Vaad will lead this project in its planning and raising finance

the environment

•       the Vaad will work to improving the environment in the area surrounding the Yishuv in areas where the Vaad has influence, e.g.

•       opposition to planned new roads in the area (Route 45)

•       a permanent solution to the sewage spillage from surrounding Yishuvim (Kiryat Sefer, Lapid)

•       protected the forests - the last green places near the Yishuv, such as the woods near Lapid

•       developing the gardens and green areas in the Yishuv and their proper maintenance

•       supporting the efforts of individuals and groups working in these issues
